ACLU sues city over panhandling, camping ordinances

The ACLU suit, filed Friday in the U.S. District Court for the Southern District of Texas, contends the panhandling ordinance illegally regulates speech based on its content. That First Amendment claim, like others across the country, draws on a 2015 U.S. Supreme Court ruling that governments must face strict scrutiny when they restrict the time, manner or place of speech, said David Coale, a Dallas lawyer not connected to the case.
