“The language of the constitution is very clear, there is room to argue about it, but there is a very specific process in Article 5 of our constitution on how you amend it – it’s only been done 27 times and that’s not an executive order, it’s not a stroke of a pen,” says David Coale.  “It requires a lot of political involvement by a lot of different people.”
